Anybody know the name of this 80s or 90s film?

I saw a bit back in the 90s andI only remember one scene, so bare with
me.

To give some context, I believe there is a mother and two sons who
move to a new house, I think somewhere near a city. The older boy goes
out to meet some new friends. He encounters some kids who befriend
him.

So in the scene they are in a large concrete construction pipe and one
of the kids tricks the boy and jumps him and sorta beats him up. then
he goes home with a bloody nose.

And its not "Lost Boys".
